Subject : ACCURATE MONSOON FORECAST

 

Will the Minister of EARTH SCIENCES be pleased to state:-


(a) whether the Government has formulated a scheme for coordination of its various Ministries/ Department to understand the progress of monsoon and to make accurate forecast; 

(b) it so, the details of various Department engaged in studying the progress of monsoons; and 

(c) the budget allocated to these Departments for the purpose during each of the last three years and the current year?

THE MINISTER OF STATE (INDEPENDENT CHARGE) MINISTRY OF SCIENCE AND TECHNOLOGY, MINISTRY OF EARTH SCIENCES, MINISTER OF STATE IN THE PRIME MINISTER’S OFFICE, MINISTER OF STATE IN THE MINISTRY OF PERSONNEL, PUBLIC GRIEVANCES & PENSIONS AND MINISTER OF STATE IN THE MINISTRY OF PARLIAMENTARY AFFAIRS (SHRI PRITHVIRAJ CHAVAN) 

(a)– (c) The Ministry of Earth Sciences (MoES) is the sole Ministry of the Government that executes the task of formulating various schemes as well as coordination required in this regard with its sub-ordinate unit – India Meteorological Department (IMD), attached office - National Centre for Medium Range Weather Forecasting (NCMRWF) and autonomous agency – Indian Institute of Tropical Meteorology (IITM), Pune. 

While all initiatives to improve the prediction/forecast of Indian summer monsoon rainfall and to enhance R & D efforts are implemented in close partnership with IMD, IITM and NCMRWF, the forecasting responsibility is vested with the IMD. All the forewarning tools developed and tested by IITM and NCMRWF are put to rigorous performance evaluation by the IMD and only after proven satisfactory level of improved forecast skill, such tools are put to operational use.

# The allocations include the upgradation/expansion of observing systems, high end computing, IT and Communication Infrastructure etc., that are used for improving the comprehensive forecasting capabilities of all weather phenomena including monsoon predictions.
